ILS Overview

Integrated Logistics Support (ILS) is a systematic and interactive approach for developing materiel and a support strategy that defines the support requirements best related to the system design. ILS seeks readiness and Life-Cycle Cost (LCC) improvements in the system and support systems by repeatedly examining support requirements throughout the operational life cycle to quantify and lower life cycle cost and decrease the logistics footprint (demand for logistics), making the system easier and less expensive to sustain.

Developing a new platform encompasses key stakeholders across all domains of acquisition, research & development and sustainment. This requires in sync planning and collaboration across the life cycle.

During development, sustainment can end up being a lesser priority but as displayed it accounts for the bulk of investment. When not planned or integrated properly, logistics costs add up, in some instances sustainment can total up to 70% of the total life cycle cost.

TLG ILS: Our Approach

The Lockwood Group has developed and implemented a systematic approach that integrates multiple elements of ILS to develop and implement the most effective and efficient logistic support strategy. Our approach allows for direct coordination between our Engineering, Logistic, Provisioning, Technical Publication and Training Team under the direct supervision of one Integrated Logistic Support Manager. This integrated approach ensures in sync planning and development of logistics products to minimize your costs and shorten your schedule.

WHY US?

The Lockwood Group has developed an in-house Integrated Logistic Support Solution and Team capable of developing logistic solutions for all elements of ILS or IPS. Our team consists of experienced logisticians, supply analysts, engineers, mathematicians, technical writers, training specialists, graphics specialists, web developers, programmers and provisioning specialists.

In direct relation to the four elements in which many programs have the most logistical concerns, The Lockwood Group has employed the following approach and solutions:

MANPOWER & PERSONNEL

The Lockwood Group’s Integrated Logistics Team consists of an experienced Logistics Manager, System Engineers and Logistics Engineers with prior military maintenance experience capable of performing thorough Two Level Maintenance (TLM) Level of Repair Analysis (LORA) and identifying the appropriate personnel (MOS and Skill Level) required document those results within the appropriate reports i.e. Maintenance Allocation Chart (MAC) and Basis of Issue Plan (BOIP). The Logistic Team works directly in conjunction with the Technical Publication Team ensuring that the Maintenance Allocation Chart and other Supporting Data Tables are properly developed and implemented in the Technical Manuals in accordance with the applicable MIL STD.

SUPPLY SUPPORT

The Lockwood Group’s Integrated Logistic Team works directly in tandem with the Provisioning Team to effectively develop and maintain all necessary Logistic Support Analysis Reports required to efficiently identify and acquire spares and repair parts. By working in tandem, the Logistic and Provisioning Team ensures that result of the TLM LORA is utilized as the baseline for the assignment of all relevant provisioning data points such as the Source, Maintenance, and Recoverability (SMR) Codes. The Provisioning Team also works directly in tandem with the Technical Publication Team to ensure that the RPSTL is properly developed and implemented in the Technical Manuals in accordance with the applicable MIL STD.

TECHNICAL DATA

Ensuring the capture of all technical data in development of logistics products is critical. The Lockwood Group’s Technical Publication Team has worked in tandem with numerous OEMs, Integrators and Weapon System Developers supporting major programs – air, ground and sea – in developing and maintaining military and commercial Technical Publication in accordance to Military, Federal, and Commercial Standards. For all successful programs, we have remained an integrated partner working collaboratively with Engineering and Program Management teams to ensure consistent flow of technical data.

TRAINING & SUPPORT

The Lockwood Group effectively utilizes the Analyze, Design, Development, Implement, and Evaluate (ADDIE) processes and Adult Learning Principles to develop, validate, and implement training on how to operate and maintain new or existing systems. TLG has supported numerous types of platforms, therefore can apply these methods across all technology.

James T. Lockwood, President

TLG’s Co-Founder and President, James T Lockwood, is a US Military Academy graduate with a concentrated background in Engineering. He has spent over 40 years of his career supporting major US Military Logistics programs, most recently as the Associate Director of the Logistics Readiness Center managing a $4B budget. He is a Subject Matter Expert in the field of Logistics called on by many in the C4ISR community to help solve the most challenging problems.

Jerome Parham Sr., ILS Support Manager

TLG’s Integrated Logistics Support Manager, Jerome Parham Sr., is a military logistics expert with over 25 years of logistics experience in uniform and as an Army Service Provider. Mr. Parham has led major logistics programs on Air, Ground and Soldier based platforms to include Stryker, WIN-T, M1 Abrams, M2A3 Bradley and EMARSS. He is a known Subject Matter expert in the logistics community leveraged by many to solve the most pressing logistics issues.
